Update a stream destination (rename, swap endpoint, enable/disable)

Patches a destination. Rename it, replace its endpoint (re-validated against SSRF), toggle enabled, or replace the customCaPem (syslog_tls only). The transport is immutable after creation and cannot be changed. The update is recorded as an audit event. Requires the audit-log:manage permission. Also requires an entity-level resource-group:bypass grant — a manage grant assigned scoped to a resource group is refused, since this surface is not clamped to resource groups.
